Wm. Skinner   } To all whom these presents shall come. Greeting: Whereas by an act
     To       } of the General Assembly of the State of Ohio, entitled "An act
John Williams } levying a State Tax passed on the 27th January 1806, it is enacted
                in the fourteenth section of the same act". That the district
collector at their respective office shall proceed on the first Monday of December
annually to sell so much of each tract of land within his district on which the
tax have not been paid or will satisfy the same  and continue the same from day
today until all such lands are sold or offered for sale; and in all cases the
collector shall set up the whole tract and the persons or person who will pay the
tax and interest due on the same for the smallest quarterly thereof shall be the
purchaser and the collector shall give the purchaser a certification for the tract
or part of tract as purchased. And whereas it is also enacted in the twentieth
section of the said act "That the State shall have a perpetual lien on every tract
of land for the full amount of taxes penalties, taxes, or interest hereafter may
become due therein; and no omissions or neglect of entry shall in any wise destroy
the claim or lien of the State and the land shall be liable to be sold for the
taxes, penalties or interest thereon. And in all cases where the auditor cannot
ascertain the name or names of the present owners it shall be sufficient for him
to describe a tract or parcel of land, by the number of entry on lot and the
range, Township and section or part of section and the name of the original
grantor, proprietor or purchaser." And whereas also it is further enacted on the
twenty fourth section of the said act. "That the collectors of the several
counties or townships, and collection districts, shall respectively make deeds to
the purchaser or purchasers, hi or their assigns, for all lands that have
heretofore been sold for taxes (that have not been deeded) so shall hereafter be
sold for taxes; and in case of the death of any purchaser or purchasers then to
his or their legal representative in the same manner as the collectors were
authorized to do who made the sale (upon the purchaser or their representatives
presenting a plat and certificate of survey from the County Surveyor) and for any
such deed, the collector shall be entitled to receive seventy five cents from the
person receiving the same: Provided, that when a whole tract or lot of land shall
be sold for taxes and the same has been surveyed, or the boundaries ascertained
so that it can be described, the collector shall make a deed without causing it
to be resurveyed." And whereas at the sale for land for taxes due to the said
State for the year 1805 in the County of Gallia, there was sold by John Robison
Collector of said county to Robt. Lafford fifty four acres and 58/100 of an acre
which certificate has been assigned to Peter Alshire and by him to John Williams
which appear by the plat and certificate on file in my office from Francis LeClerg
county surveyor of Gallia County dated November 20th 1810 to wit. Beginning at the
South east corner of Fraction No. thirty three in Section No. 27, Township No. 8,
Range No. 15, thence N.23 chains and 36 links to a post standing on the bank of a
hollow from which said post a white oak of about 15 inches diameter bears
N.36.E.33 links and another white oak  about 12 inches diameter bears N.53.W.37
links distances each bearing tree being marked two notches and a blase below,
thence west 23 chains and 36 links to a post aligned on the top of a hill from
which a gum about 9 inches diameter bears N.57.W.35 links distance and a white
Oak about 13 inches diameter bears S.13.W.49 links each marked as above said with
two notches and a blaze below having the corner thence South 23 chains and 26
links to a small elm tree standing on the South line of the said Fraction at the
foot of the hill said elm tree marked three switches on two sides facing each line
and thence east 23 chains 36 links to the place of beginning and which land was
sold in the name of Israel Evens. Now therefore be it known that I William Skinner
of Marietta in the County of Washington and State of Ohio aforesaid, Collector in
and for the third district in the said State duly appointed commissioned and sworn
pursuant to the Act of  the General Assembly above in part recited, and by virtue
of the powers to me given by the said act, and in the capacity of collector of the
said third collection district in consideration of the above mentioned premises
and also for and in consideration of seventy five to me well and truly paid before
the sealing and delivery of these presents by the said John Williams the receipt
whereof I do hereby acknowledge, have granted, bargained, sold, conveyed and
confirmed and by these presents do grant, bargain, sell, convey and confirm unto
him the said John Williams, his heirs and assigns forever; all that certain tract,
lot or parcel of land above mentioned and described, containing agreeably to the
survey fifty four acres and 58/100 of an acre and for a more particular
description of the said lot of land reference may be had and is hereby made to the
survey book, plats and records of the said Ohio Company; together with all the
right, privileges and appurtenances to the said lot or tract of land belonging and
all the right, title, interest, property, claim and demands whatever, which the
owner or owners thereof had in and to the same at and before the time of the sale
of the said lands as aforesaid. To have and to hold the said lot of land with the
appurtenances and with all the right, title, interest, property, claim and demand
whatever which the owner or owners thereof had in and to the same at and before
the time of the sale thereof for taxes as aforesaid, unto him the said John
Williams, his heirs and assigns forever. In testimony whereof I the said William
Skinner in my said capacity of collector as aforesaid have hereunto set my hand
and seal the 20th day of November in the year of our Lord one thousand eight
hundred and eleven.
